GLUHAK AND VAN KRANENBURG: NEW INSTRUMENTS OF GOVERNANCE FOR OUR SOCIETIES
We argue that current governance structures must transform into semi-organized networks with flat and efficient properties. In doing so they must embrace disruptive technologies such as the  Internet  of  Things.  Next generation  of  pervasive  ICT devices can play a unique role in stabilizing and balancing new societal  structures,  by  disambiguating  the productive  functions to slow down, to mediate, to look for balance in long term, mid and  short  term  of  bureaucracy  and  democratic  politics  from their  current  actualizations  that  have  become  ineffective  in  a ‘real-time’ world.

New instruments of governance for our societies.
At a speech to the Pittsburgh Technology Council in 2009, Google’s CEO, Eric Schmidt focused on the negative effects on innovation and integration of (what he called) institutional fragmentation and wondered if governments – and the very process of policy and policymaking itself – could not benefit from the iterative cycles of measuring success and failure that characterize the engineering and design prototyping cycles. He argued that with this amount of real-time tracking, aggregated data and information – not heuristics, governing itself could benefit. In essence, particular laws can be effective for three months and evaluated, adjusted and on the basis of real data – not estimates, adjusted again. It is this process that can lead to combinatorial innovation and system Innovation.

Executive Vice-President for A Europe Fit for the Digital Age, Margrethe Vestager, said: “You don’t have to share all data. But if you do and data is sensitive you should be able to do in a manner where data can be trusted and protected. We want to give business and citizens the tools to stay in control of data. And to build trust that data is handled in line with European values and fundamental rights.”https://ec.europa.eu/commission/presscorner/detail/en/ip_20_2102
It is clear that there is an urgency for an alternative European model to data handling practice of major tech platforms, and pave the way for sectoral European data spaces to benefit society, citizens and companies.

We invite experts to give their recommendations for NGI. Two EU funded H2020 projects in this domain join this event NGI FORWARD and DAPSI. The expected outcome is to contribute to the next generation EU research funding, a better understanding and cohesive EU efforts to submit innovative ideas for open calls.
