The city of Kashiwa in Chiba Prefecture, population 435,000, is quiet for its size. Lying less than an hour’s train ride to the northeast of mega-metropolis Tokyo, Kashiwa – home to many commuters and their families – presents a calm contrast to the hectic pace of its big-city neighbor. Politics in Kashiwa is milder, too.
